Green Funds Transparency aims to be an innovative digital platform focused on monitoring, analyzing and publishing data on the use of funds dedicated to climate and environmental projects in Albania. The platform aims to increase transparency and accountability by providing a powerful tool for citizens, non-governmental organizations, donors and government institutions to effectively track and report the use of funds.
The platform will collect, analyze and publish detailed data on the allocation and use of funds from the government, international donors and non-governmental organizations. It will provide a powerful tool for monitoring and tracking results, ensuring that funds are used effectively and transparently. With a dedicated team and support from various partners, the platform aims to become a reliable and sustainable resource for citizens, organizations and donors seeking to track and understand how funds are being used for climate and environmental purposes in the country.
Green Funds
Transparency will achieve the following objectives:
● To prevent the diversion and
misuse of funds intended for climate and environmental projects in Albania. Funds intended for climate and
environmental projects may be diverted or misused for personal purposes or
purposes unrelated to the intended projects. will help monitor and report
suspected cases of misuse of funds, increasing the oversight of the public and
other institutions.
● Information on tender
procedures and contracts in order to increase supervision, transparency in
order to enable the identification of corrupt practices and their exposure. Corruption in public
procurement processes can result in the selection of incompetent companies or
companies close to public officials, making the process dysfunctional and
inefficient. The platform will provide information on tenders and contracts,
increasing oversight and enabling the identification of corrupt practices.
● Creation of mechanisms to
track, analyze and evaluate results achieved by climate and environmental
projects financed by public money and foreign donors. There are often no mechanisms
to track and evaluate the results achieved by climate and environmental
projects. This creates space for unfounded projects that are funded only on
paper. Green Funds Transparency will help monitor the progress of these projects
and report on shortcomings or non-achievement of predetermined results.
Providing independent and verified data will contribute to the prevention of false reporting and the identification of fraud. Often the funds dedicated to climate and environmental projects are not visible to the public. The lack of information on their allocation creates ground for abuses and mismanagement.
This web application will publish detailed data on how these funds are distributed and used, thus reducing the possibility of misuse.
Our platform will be used by citizens, international organizations, media, local organizations, and government agencies, to access detailed information on the allocation and use of funds for climate and environmental projects. They will be able to track which projects have been funded, how much funding has been allocated to each project and which institutions or companies have benefited from funding for climate and
environmental projects.
The role of the potential users will be as follows:
a) donors of funds (Donors will have a space to monitor the effectiveness of the use of their funds). Additionally, during the ideation phase of this initiative, our team members have been in contact with one of the senior representatives of World Bank, which is one of the main donors for climate projects. During this conversation, the senior
representative expressed a high interest in having such a platform, which is going to help them in their strategic plans for Albania and transparency in their grantmaking processes.
b) citizens (to be informed and check whether the launched projects have been carried out according to the objective of the project)
c) Media, non-governmental organizations, civil society (To engage the media, non-governmental organizations and civil society in the process of monitoring funds, giving them
a platform to report and contribute to transparency and awareness preventing abuses)
d) Government (To record, regulate and control internal policies and mechanisms)
Through interactive graphs and data visualizations, users can analyze whether the funds have been used effectively and in accordance with the defined goals. The Green Funds
Transparency platform will provide a mechanism for reporting suspected cases of misuse of funds.
There will be space where citizens and organizations can report anonymously, uploading evidence such as documents, photos or videos that support their claim. Any report received will
be treated confidentially and will be reviewed to verify its validity. Users can contribute by verifying in the field the realization of reported projects.
They can upload information on the progress and results of the projects to ensure that the funds have been used for the stated purposes. The platform will use a user verification and rating system to ensure that uploaded data is reliable.
The platform will use intelligent algorithms to analyze data and identify anomalies or suspicious patterns that may indicate misuse of funds. Automatic alerts will be integrated
and the institutions and organizations responsible for taking preventive or corrective measures will be integrated.
It will be open for donor engagement and public institutions will have access to the platform to monitor the effectiveness of the use of their funds. They can use the data to evaluate
the progress and results of the funded projects, as well as to make decisions on the allocation of funds in the future.
The data collected and the analysis performed on the platform will serve as a basis for policy recommendations and evidence-based decision-making. Institutions and organizations can use the reports generated by the platform to improve policies and procedures of fund management. It will also serve as an educational resource for citizens and organizations who want to learn more about the
transparency, accountability and impact of climate and environmental projects.
